Ok I have read every post on here about what to do in this case and think I have tried everything. I have a Actiontec dsl modem (verizon) and a wrt110 v2 router. I can view the camera locally but not over the net. I have had this hooked up at another location but with broadband cable service with no problems.
I think the problem my lie with the ip addresses.
Camera 192.168.0.115
Router 192.168.0.1
modem 192.168.1.1

I think you mean Verizon said your Verizon modem should be set up to use DHCP, instead of PPoE...
Is the Verizon equipment just a modem, or is it a router also? If you don't know, provide the model number. This sounds like a problem with where port forwarding is being performed. If it is being done at the Verizon equipment, but your camera is connecting to the Linksys router, you are going to have to make some modifications.....

You need to port forward 1024 at the modem to the WAN IP of the router, then port forward 1024 at the router to the camera IP.
If you can find out how to put the modem in bridge mode, you could simplify things, but a quick search for your modem model and bridging doesn't turn up much except problems.

The port forward on the modem MUST be set to port forward to the Linksys router's IP. It should be the only IP the modem can see, so it is the only place you can port forward to from the modem. What exactly is in that dropdown list in the modem's port forwarding config?
The problem is that there are two distinct networks at play here once you are on the inside of your modem. There is one network between the modem and the router. Allthat is on that is the modem's ethernet interface, and the router's Internet (or WAN) port. There is another network on the LAN side of the router that all your PCs, camera, etc are on. All the modem knows is how to get to the network that it is directly connected to. While you could add a staic route on the modem to tell it how to get to that network, the modem still needs to know that i must oprt forward the traffic for your camera to the router.
