WVC54CGA - Continiously flashes blue light

I have 2 WVC54GCA cameras and one of them never goes to ready and I cannot ping it, I can see the default IP in the routing table but no access. I have reset the device many time to no avail. The blue light never goes to steady, it is continiously flashing. Any ideas?
