WRE54G v1 doesn't appear to improve signal

[ Edited ]
I have a WRE54G v1 with WEP 128 bit encryption turned on. I have a WRT54G wireless router and the WRE54G seems to be configured correctly. I have the correct WEP key estabished with it, and the 2 blue lights show that the expander is functioning and configured.

The problem I have is that the signal strength to my wireless devices haven't changed since the expander has been installed. I've tried moving the range expander around, and nothing seems to affect the signal strength.

What could be the cause of this?

Do I need to powercycle the router, would that help?

No more than 20 feet between the range expander and router. No more than 4 feet between the range expander the the closest problematic network adapter.

Yes, I can ping the range expander...

Well, I guess I'll just get a different brand of router then.
