I have the exact same problem. 18MPS download on my E2000 via wired connection to my PC. Now at 3MPS download on iPads and iPhones in the house. Funny thing is: I had 18MPS on iPads and iPhones PRIOR to upgrading the firmware to 1.04 late last week? Need help!!!
WPA personal used
Also, have a WAP610N connected to the network, but that hasn't created any issues in the past.

You have already upgraded the firmware on your router. After upgrading the firmware on your router, it is recommended that you should reset the router and reconfigure it. Press and hold the reset button on the router for 30 seconds. Release the reset button and wait for 30 seconds. Power cycle the router and reconfigure it.
Open the setup page of the router and change the MTU& size to 1365. Save the settings.
Go to Wireless tab and change the wireless channel to 11. Save the settings.
Click on Advanced wireless settings. Change the Beacon Interval to 75, RTS and fragmentation threshold to 2304. Save the settings.

I think the wireless on your router might not be working properly.
Try to re-flash the firmware on your router and see if that makes any difference.
Create a new wireless network. Use WPA2 with AES encryption.

On your Windows 7 laptop if your click on the wireless icon on bottom toolbar and then rightclick your wireless connection and click "Status" what does it say?
Also if you click on details it will give you the make and model of your wireless card.
