in the first tracert, i am accessing router A, and the trace completes, but when trying to access a client on network A, it seems like the packet is never handed off from router B to router A for delivery.

Check the router logs to see if both vpn phases are completing on the one side.

On one side you should see an ISAKMP SA and an IPSEC SA successful for the tunnel to be up.

 

I recreated a Gateway to Gateway between a LRT214 and LRT224 using your exact subnets and both sides client devices could be pinged. I did have to power cycle the routers and release and renew one of the client adapter for new routing.

 

Try rebooting all devices in the testing loop because your config looks good for Gateway to Gateway.

well, a standard reboot didnt work, so i reinstalled the firmware and did a few hard resets afterwords on both devices and BAM... instantly working using the same config. Thank you so much for your assistance.
